WEST CHESTER, Pa. -- A man accused of sucker-punching another man with cerebral palsy has been arrested.

29-year-old Barry Baker was arrested by Chester County Sheriff's Deputies on Monday.

Surveillance video outside a 7-Eleven convenience store caught Baker mocking and then punching a man with cerebral palsy - who was minding his own business.

The video is difficult for even seasoned officers to watch.

“This is so blatant and so absolutely repulsive to anybody who sees it,” said Chester County Sheriff Carolyn Welch.

Baker has a long criminal history, according to court records - he's been in jail for theft and forgery. He's even pleaded guilty to stealing metal flag holders from veterans' graves and selling them to a scrap metal company.

Baker was charged with simple assault among other charges.

He is being held in jail on a $100,000 straight cash bail.
