Midland, TX -- Federal investigators say the warning signals at a railroad crossing in West Texas were activated before a parade float cross the tracks, leading to an accident that killed military veterans.

National Transportation Safety Board member Mark Rosekind made that announcement at a news conference Saturday. He said the signals had been activated seven seconds before the float crossed the tracks.

Four veterans of Iraq and Afghanistan were killed Thursday when a freight train slammed into the parade float in Midland. Sixteen people were injured.

Three of the four veterans killed had ties to the Triad.

Marine Chief Warrant Officer 3 Gary Stouffer, 37, and retired Army Sgt. Maj. Lawrence Boivin, 47, died at the scene. Army Sgt. Maj. William Lubbers, 43, who was stationed at Fort Bragg, died at Midland Memorial Hospital.

The parade float was carrying the veterans to a banquet to honor them in West Texas.
