Greensboro, NC -- The agenda said Greensboro's City Council was supposed to decide on a location.
But before the meeting was over, they decided to send the entire idea to the voters.
The Greensboro Performing Arts Task Force presented a proposal for a $60 million dollar site on Davie Street in downtown Greensboro at the former YWCA site.
But the concern wasn't from council members and several speakers from the floor was not about location, but the cost.
Many were outspoken about whether now is the time to spend so much money.
Past proposals called for a $43 million facility. And even with cost-savings associated with using the YWCA site, the price tag jumped to $60 million.
In response to the pessimism, all but one member of the council voted to send the matter to a referendum this November.
Councilwoman Trudy Wade was the lone dissenter.
