New NC Laws To Know Starting December 1

RALEIGH, N.C. -- Several new North Carolina laws will roll into effect Dec. 1, 2013.

Many of the new laws focus on punishments surrounding adults who abuse children, new abortion regulations, and gun laws.



Here are five of the new laws as the appear on the N.C. General Assembly's website.

HB 19: Respect our Fallen Heroes

  • An Act To Honor Fallen Heroes By Strengthening The Law That Prohibits Disorderly Conduct At A Funeral, Memorial Service, Or Processional Route.

SB 122: Sex Trafficking/Sex Offender Registration

  • An Act To Add The Offense Of Human Trafficking To The List Of Criminal Convictions That Require Registration Under The Sex Offender And Public Protection Registration Program.

HB 75: Kilah's Law/Increase Child Abuse Penalties

  • An Act To Increase The Penalty For Various Criminal Offenses Of Felony Child Abuse And To Require That The Official Record Of A Defendant Convicted Of Child Abuse Or Other Assaults Against A Minor Indicates That The Offense Involved Child Abuse.


SB 117: Lily's Law

  • An Act To Codify The Common Law That It Is Murder Where A Child Who Is Born Alive Dies As The Result Of Injuries Inflicted Prior To The Child's Birth, And To Provide That The Act Shall Be Entitled "Lily's Law."

HB 149: Caylee's Law/Report Missing Children

  • An Act To Make It A Criminal Offense To Fail To Report The Disappearance Of A Child To Law Enforcement, To Increase The Criminal Penalty For Concealing The Death Of A Child, To Increase The Criminal Penalty For Making A False, Misleading, Or Unfounded Report To A Law Enforcement Agency Or Officer For The Purpose Of Interfering Or Obstructing An Investigation Involving A Missing Child Or Child Victim Of A Class A, B1, B2, Or C Felony, And To Make It A Class 1 Misdemeanor For A Person To Fail To Report The Abuse, Neglect, Dependency, Or Death Due To Maltreatment Of A Juvenile Or To Prevent Another Person From Making Such Report.

Other NC Laws Taking Effect:

WRAL reports that starting Tuesday, December 3rd it will be now be illegal in North Carolina to carry out abortions based on the baby's gender.

The law also limits abortion coverage in insurance plans offered by cities and counties to cases involving rape, incest, and danger to the mother's life.

It will now be a crime for someone to drive an ambulance, fire truck, or police vehicle while drinking or while alcohol remains in the driver's body.

The distance and length of time that protesters have from picketing at a funeral is increased starting December 1st.

Permit holders will also be allowed to store their handguns in a closed compartment in a locked car at parking lots owned or leased by the state government. This also includes any parking lot in any school from kindergarten through college.
