Greensboro City Council Divided Over Jose Charles Case

GREENSBORO — The Mayor and at least three other Greensboro city council members said they agree with the Greensboro city manager in his decision regarding the Jose Charles case.

A spokesperson for the city says it can't release detail about City Manager Jim Westmoreland's decision due to state law.

Greensboro Mayor Nancy Vaughan, Justin Outling, Nancy Hoffman and Marikay Abuzuaiter held a press conference saying they support the manager's decision. There are nine members on city council, who met in a closed session on Wednesday. 

Abuzuaiter said what was said by the council members are solely opinions and there was no council decision made in this case.

Charles was charged in 2016 with assaulting a police officer. Charles' mother Tamara Figueroa filed a complaint against the police department after she contested the officers used excessive force. Figueroa said her son was beaten by a group of teenagers in downtown on the July 4, but police mistook him for a suspect.

Councilwoman Sharon Hightower said not all of the council agreed with the manager's decision.

“It’s hard to find words to say when people are frustrated and they don’t feel like their voices are heard and their voices are being made light of,” Hightower said. "I share some of that frustration myself."

At Tuesday's Greensboro city council meeting, Greensboro police arrested eight people after a protest that started in support of Charles.

The department's internal review found the officers didn't break the law. However, a member of the police review board said she thinks the police mishandled it. The police review board member resigned on Saturday.
