Millions of people without bank accounts rely on prepaid debit cards to pay bills. But those cards don't protect you from fraud like regular credit and debit cards do. The Consumer Protection Bureau plans to change that next year.

New rules would force financial institutions to investigate fraudulent claims tied to prepaid cards. Money will generally be protected if the card is lost, stolen or wrongly charged. One financial expert says the ne rules will extend a lot of the same coverage that we now see with credit or debit cards.

Those new rules were supposed to take effect in October, but were pushed back to next April to give the industry more time to comply.
