HIGH POINT, N.C. -- High Point police say a man died Tuesday night when a car ran into his moped.

Police say 47-year-old Wayne Corner was riding his moped south on Brentwood Street in High Point. Police say that is when 52-year-old Salvatore Castiglia turned his Chevrolet Equinox west onto Leonard Avenue, right into the moped's path.

Corner was taken to a local hospital, where a physician pronounced him dead.

Wednesday, police charged Castiglia with Death By Motor Vehicle.

Crashes involving mopeds are the focus of a bill currently stalled in the North Carolina legislature. The Senate bill would require moped owners to register and insure their vehicles. It passed last week.

However, the House voted 51 to 54 against the bill. The House version mandates mopeds must only be registered--not insured.

Some lawmakers say requiring insurance would prevent low-income workers from being able to get to work. Others say they believe drivers should take responsibility for their rides, and therefore insurance is necessary.

The bill has been sent back to conference committee.
