An eyewitness on his way to the courthouse said he immediately ducked to the ground when he heard the gunshots.

"I got out of my truck and these guys were crossing the street. I put change in the meter and I turned to cross the street, heard gunshots behind me, it sounded like firecrackers and then after the car drove off. It drove off up the street and turned right and I went up to see if the people in the parking lot were ok," said Ben Ashley.

Officers were searching a black colored vehicle of interest at the corner of Eugene and Market Streets. WFMY learned a nearby SUV seen with a broken rear view window belonged to a retired officer that parked in the parking lot. The scene has since been cleared and roads reopened around 1:45 p.m.
